dsh-palimpsest: Enabling DSH Agents to Access Historical Conversation Memory on Demand

The DeepSeek Harness plugin dsh-palimpsest is purpose-built to solve context memory challenges in multi-session collaboration. It does not persist to disk or automatically inject prompts; it only reads historical sessions within the same working directory as the current one, strictly enforcing hard scope limits.
